The project is implemented by the Legal Policy Research Center in partnership with the Center of Policy and Legal Reform (Ukraine) for a period of two years. The total budget of the project is 315,789 euros. The contribution of the European Union is 300,000 euros.

The overall objective of the project is to develop democratic foundations of modern policing in Kazakhstan based on respect to human rights, by implementing a model of service-oriented police and community safety partnerships.

To achieve this goal, the project aims to solve the following specific tasks:

1)Support implementation of a pilot project on service oriented policing and community safety partnership in cooperation with key stakeholders;

2)Develop capacity of local police to deliver service oriented policing;

3)Set up new management tools for continues improvement of quality of police service;

4)Foster citizen’s participation in ensuring community safety through effective partnership with local police.

Within the framework of this project, an approved model of a police service-oriented service for replication across the country will be created in order to meet the needs and expectations of the population, that will outlinine new principles, methods, roles and tools. Additionally, the project team will develop training modules and organize trainings for police officers on new methods of working with the public and the effective protection of citizens’ rights.

The project develops recommendations for a new assessment system and operational guidelines based on human rights in order to promote service-oriented police behavior at all levels. In addition, project will develop and test a practical mechanism for citizen participation and interaction with the police as part of public safety partnerships.

Specific project activities include:

– Development of a conceptual framework (prototype) of the police service based on a partnership model in the field of public security (2020);

– Organization of the expert forum to discuss the model and best practices of service-oriented police (2021);

– Development of a training module for the local police (2020 – 2021);

– Conducting training sessions for existing police officers and instructors (2021);

– Development of operational guidelines for modern policing focused on the provision of services (2020 – 2021);

– Development of a new police performance appraisal scheme (2020 – 2021);

– Campaign to inform citizens about their rights and opportunities (2020 – 2021);

– Development of effective channels of communication and interaction between police and citizens (2020 – 2021).
