The purpose of this review is to analyze the changes and trends of anti–corruption reforms in Kazakhstan for the period from 2020 to 2021, the positive and negative factors affecting them, and to evaluate the proposed strategy and tactics of the fight against corruption for the next four years. The structure of the review corresponds to the key indicators used by the OECD monitoring group as part of the fifth round of monitoring on the implementation of the recommendations of the Istanbul Anti-Corruption Action Plan. These indicators cover all areas of anti–corruption reforms and all elements of prevention – from anti-corruption policies that comply with international standards and obligations of the country as a party to the UN Convention against Corruption, to issues of their application in practice, including all elements of prevention and requirements for the country’s anti-corruption body. Each indicator is described in terms of changes over the past year, its impact on the quality and speed, effectiveness and productivity of anti-corruption reforms, as well as the significance of these changes for further progress. The review concludes with general and special recommendations on the selected indicators, which will be sent not only to the authorized state body in the field of combating corruption in Kazakhstan, but also to international organizations in this field.
