On August 20, 2021, there will be an open expert discussion on the development of the legal profession and legal aid in Kazakhstan. The discussion is timed to the development of the draft Concept of Legal Policy of the Republic of Kazakhstan until 2030.
In recent years the legal profession has undergone significant changes, and new standards of legal assistance have been imposed. Reforms of the legal profession and legal aid initiated by the Ministry of Justice have caused and continue to cause heated discussions in the legal community. Advocacy and legal consultants repeatedly gave up their positions in the Government and the Parliament of the Republic of Kazakhstan. The new stage of reforms will be dictated by the Concept of Legal Policy until 2030, the draft of which is currently being developed by the Government.
One part of the concept is devoted to the legal profession and legal aid. However, so far the provisions proposed by the Government have not been discussed with representatives of the legal profession. For this purpose, the Public Foundation “Legal Policy Research Center”, with the support of the Soros Foundation-Kazakhstan, is organizing an Open Expert Discussion on the legal profession and legal aid within the framework of the draft Concept of Legal Policy of the Republic of Kazakhstan until 2030, which is one of the series of events aimed at involving civil society in decision-making and development of legal reforms in Kazakhstan. The following questions will be considered during the discussion:
– How fully and systematically the provisions of the Concept of Legal Policy of Kazakhstan for 2010-2020 on the issues, legal aid and legal profession have been implemented in the national legislation and practice.
– Problems of the legal profession and legal aid, and whether their optimal solution is suggested by the new Concept of Legal Policy until 2030.
– Proposals from civil society experts on the draft Concept of Legal Policy aimed at the development of the relevant areas.
The open expert discussion is a part of the series of public events, organized by the Legal Policy Research Center within the project “Joint space of democratic practices for public initiatives: promotion of civil participation in decision-making on the development of democratic political practices and mechanisms” with the financial support of Soros Foundation-Kazakhstan.
Representatives of key state bodies, legal community, academic circles, non-governmental sector and international organizations will take part in the Open Expert Discussion.
